Note that a row of elevators is placed on the bottom of the map which prevents Molerat events along the bottom row entirely. The remainder should be Storage Rooms as necessary along with more Medbays and Science Labs in the middle which help incidents spread quickly throughout this section. Starting from the bottom you should build your Residences, you will need 5 fully upgraded Barracks to reach the maximum 200 dweller cap. "Bottom: This section is where all your unoccupied rooms will be and should always be separated from everything else above it so that any incidents here can be ignored as they will spread throughout all the rooms then resolve themselves once all rooms have been impacted. The elevators on the bottom is to prevent molerats events entirely. They don’t have upgrades, but can be stacked to help dwellers (and Raiders) navigate your shelter. From what I read, this helps to make raids room orders much more predictable, as they will go full right, down, full left, down, and so on. There are some elevators provided Day 1, but additional elevators have a base cost of 100 caps (but can increase at +25 cap increments so don’t be surprised once they get pricy later).
